Firstly the rich class is never comfortable to welcome any action which may make their wealth stagnant or less by application of high level of wealth tax c.

Similarly for those occupying high places in Government private corporate sector. Reliefs by way of very low nil levies on below poverty line and lower middle class can provide some respite. Only a strict socialistic pattern of society could lead to this but no country can claim it falls in essence in such a category.
